Charleston, South Carolina. -- In her small but richly instructive little volume, ''A Southern Belle Primer,'' just published by Doubleday, Maryln Schwartz has performed a notable service. She writes as a social anthropologist examining an endangered species. Her observations are acute; for the most part they merit scholarly acclaim.
