A Hunt Valley woman today was charged with homicide by motor vehicle in the Aug. 17 death of her boyfriend.

Jill Suzanne Williams, 23, of the first block of Hickory Meadow Road, earlier had been charged with manslaughter and driving while intoxicated in the death of Kevin Glenn McQuay, 23, of the 300 block of Dixie Drive in Towson.

McQuay was celebrating his 23rd birthday when he died. City police said McQuay jumped onto the hood of Williams' 1985 Toyota to try to prevent her from driving while drunk. He hung on for three blocks before falling, police said. He was taken to Sinai Hospital, where he died of head injuries less than an hour later.

Police said investigators, after questioning witnesses, were told that the driver pulled away after McQuay fell, turned around, then ran over the man.

Police said McQuay jumped on the car in the 6100 block of Bellona Ave. in the Cedarcroft area of north Baltimore. McQuay fell in the 100 block of Cedarcroft Road, about three blocks away.

Williams surrendered to police last night. She was held without bail pending a bail review hearing today in Eastside District Court.
