Bruning Paint Co. in Baltimore appointed David A. Quinn senior vice president and CFO.

Ideas Inc., a Columbia-based information development firm, named Donald W. Barrett president and chief executive officer.

Ceiling Seal Inc., a Columbia-based ceiling tile resurfacing company, named Barbara F. Johnson sales representative.

Boswell Building Surveys Inc., a building inspection company in Baltimore, named Thomas W. Snyder inspector.

Benchmark Construction Co. Inc. in Lancaster, Pa., appointed the following vice presidents: Jeffrey P. Merritt, marketing; Paul P. Barry, estimating; Michael K. Callahan, construction; and Elizabeth S. Gallo, accounting.

The Baltimore Sun named Dudley Clendinen assistant managing editor for writing, a newly created position. Mr. Clendinen will work with the staffs of The Sun and The Evening Sun. Gordon, Feinblatt, Rothman, Hoffberger & Hollander, a law firm in Baltimore, appointed Jerrold A. Thrope chairman of the litigation department.

Piper & Marbury, a law firm based in Baltimore, appointed Carville B. Collins associate for the Public Policy Group.

Shapiro and Olander, a Baltimore-based law firm, named Timothy E. Dixon and Shelby Tucker King associates.

Venable, Baetjer, Howard & Civiletti, a Washington-based law firm with offices in the Baltimore area, appointed Ronald R. Glancz partner and head of the banking regulatory practice.

Friedman & Fuller, a regional accounting firm, named Allan J. Greenberg managing director of the Baltimore office.

Health care

Drs. Schultze, Snider & Associates, a radiology practice based in Timonium and the exclusive provider of radiology services at Sinai Hospital in Northwest Baltimore, named Dr. Mark Brenner chief of radiation oncology at the hospital.

Maryland Institute for Emergency Medical Services Systems in Baltimore named Dr. Clark Watts director of the neurosurgery department. The University of Maryland School of Medicine also named Dr. Watts professor of neurosurgery.

Baltimore County General Hospital in Randallstown appointed David H. Krajewski controller.

Financial services

Maryland Casualty Co., a Baltimore-based provider of personal and commercial insurance products, appointed Arthur D. Perschetz senior vice president and general counsel.

United States Fidelity and Guaranty Co., the property/casualty subsidiary of USF&G Corp. in Baltimore, named James K. Killelea senior vice president-Group General Counsel.

Signet Bank in Baltimore promoted the following to assistant vice president: Melanie Alfano, money center division; Ilse Flohr, international banking division; Scott S. Smalkin, loan administration division; and James J. Waller, human resources division.
