Rick Hope of Ellicott City, a registered representative with the Equitable Life Assurance Society of Owings Mills, recently graduated from the Life Underwriters Training Council.

Hope, who specializes insaving for education for new parents and insurance planning for small businesses, graduated by successfully completing courses in both personal and business insurance planning.

VOGEL NAMED MANAGER

John E. Harms Jr. and Associates Inc., a consulting firm with offices in Columbia, has announced that Robert H. Vogel has been named branch manager of the Columbia branch office at One Centre Park.

Formerly a senior project manager, Vogel's new duties included overseeing all residential, commercial and industrial land development projects performed by the Columbia branch.

MENTAL HEALTH BOARD

Patricia Kelly, Rae Ellen Levine, Julia Lubris, Erika McQuillan, Earl Saunders, Judy Shellenberger and Gail Walters will make up the Mental Health Association of Howard County's 1991-1992 board of directors.

New officers for the coming year are Roger Bridges, president; John Farmer, vice president; Debbie McCustion Kahl, secretary and Betty Miller, treasurer.

The association is a non-profit education and advocacy organization focused on issues related to mental illnessand dedicated to improved programs and services for those seeking positive mental health.

TRIO EARNS HONORS

Three from Harleysville Mutual Insurance Co.'s Chesapeake branch office in Columbia have received insurance designations.

Dwayne M. Toliver earned the Associatesin Claims designation from the Insurance Institute of America. Toliver, who joined the company in 1989, oversees claims adjusters servingDelaware, Maryland and Washington.

Thomas Stout recently receivedhis Associate in Management designation from the Insurance Instituteof America. Stout joined Harleysville in 1976 and is now an assistant claims manager.

Jenelle R. Simmons earned her Certificate in General Insurance from the Insurance Institute of America. Simmons, who joined Harleysville in 1988, is a claims processing specialist.
