Two local hospitals are holding ground-breaking ceremonies next week to kick off multimillion-dollar construction projects that will expand outpatient and other services at both institutions.
Baltimore County General Hospital, on Old Court Road iRandallstown, is slated to begin its $13.1 million project Sept. 17. The expansion includes an outpatient treatment and diagnostic center, a new cardiac catheterization laboratory and expansion and renovation of the hospital's emergency room.
The entire project is expected to be completed by spring 1993.
Meanwhile, Union Memorial Hospital in the Homewood section of north Baltimore has begun a $28 million expansion that will include a multipurpose building to house outpatient services, physicians' offices and the hospital's school of nursing.
In addition, Union Memorial is building a 400-car parking garage, which will be attached to a new, four-story office building and day-care facility. The three phases of construction are expected to be completed in March 1993.
Although construction began this summer at Union Memorial, a ceremony to mark the groundbreaking will be held Sept. 20, and is expected to include Mayor Kurt Schmoke as a keynote speaker.
Several area medical centers have expansion projects under way, including a $20 million project at Mercy Medical Center, a $1.5 million expansion of Franklin Square Hospital Center's emergency department and the addition of a new clinic at Harbor Hospital Center.
Hospital officials attribute most of the new construction to the growth of outpatient services as the preferred and least costly form of treatment.

Cunniff said that hospitals are responding to the growth in outpatient care by trying to "create better spaces." He added that new technology, particularly computers, have required that new facilities be built.
At Baltimore County General Hospital, President Robert W. Fischer also complained of being "stretched to the limit" by increasing demands for outpatient services.
"Because outpatient treatment was not as clearly defined or developed in the late 1970s, our existing physical plant was architecturally designed to cater to an inpatient population," Fischer said. "Today, meeting the needs of our community requires an expansion of outpatient facilities."
In addition to expanded outpatient services, construction at Union Memorial will include new office space for physicians. The height of the multipurpose building will depend on the number of tenants the building attracts. Officials are planning on at least five stories, but the building could have as many as nine floors.
The day-care facility, also being constructed, will be operated for Union Memorial employees and could enroll as many as 75 children, officials said.
The architect for the Union Memorial project is the Baltimore-based D'Aleo Inc. The Mullan Contracting Co., also of Baltimore, is handling the construction.
Project funding was achieved through the sale of tax-exempt bonds and fund-raising.

Funding for the project came from hospital reserves, donations and loans.

Franklin Square Hospital has occupied 12,816 square feet of space at the White Marsh Professional Center in the White Marsh Business Community in the 7900 block of Honeygo Blvd. The hospital will use the facility to house its patient accounting, general accounting and purchasing departments.
The Travelers Companies are leasing 30,000-40,000 square feet of space at Tyler Ridge in the White Marsh Business Community in the 8000 block of Corporate Drive. The building will be used as Travelers Baltimore field office.
