Brenda W. Metzger has been promoted to assistant vice president and regional sales manager of the eastern region of the United States for Double Seal Ring Co. Metzger, who most recently was an office sales manager, started at the company as inventory control clerk in 1981.

rTC * John H. Hastings has been promoted to lead systems analyst at McCormick & Co. Inc. He joined the company in 1968 and has been responsible for ongoing operational and application support for all plant systems.

Allan J. Greenberg has been named managing director of the new Baltimore office of Friedman & Fuller PC, a regional accounting firm and part of the Friedman & Fuller Group of financial management companies. Greenberg, a certified public accountant for nine years, will run the office at 22 E. Fayette St.

Vicki Frazier-Bridges was appointed deputy director of administration, finance and operations for the Maryland Lottery. She previously was service manager for GTE Mobile Communications. In her new position, she will manage the agency's fiscal operations, including budgeting, finance and accounting. She also will be responsible for facilities management, claim-center management, subscriptions management and support service.

* Carolyn D. Davis was appointed assistant secretary for administration for the Maryland Department of Natural Resources. She will administer fiscal and support services, management information services, personnel services, licensing and watercraft registration services and public communication services. She previously worked with the Maryland Department of Housing and Community Development as director of public information.

Jane M. Brewer, a certified public accountant and partner in the firm of Katz, Abosch, Windesheim, Gershman & Freedman P.A., received the Towsontowne Rotarian of the Year Award for 1990-91.

Blue Cross and Blue Shield of Maryland has named Elaine Small director of group financial reporting and analysis. She is responsible for the development of budgeting, forecasting, reporting and expense systems to support the health insurer's Group Market Division. Small has 15 years of experience in finance and strategic planning, including positions with Perpetual Savings Bank in Virginia, American Express in New York and most recently with Blue Cross and Blue Shield of Virginia.

Automotive products:

M. Glenn Clark of Westminster has been named president of The Maryland Tire Co. He started with the company in 1960 and is being promoted from the position of vice president. The company, at 1205 Frankfurst Ave., is a subsidiary of Kimmel Automotive Inc.

Clark is a member of the American Retreaders Association, Maryland Motor Truck Association, Maryland Tire Dealers' Association, Kimmel Automotive Inc. Planning Group, and was a member of the Maryland Tire Dealers' Association board of directors.


At the Classic Catering People, Anne Fishman and Mark Thompson have been named senior account executives, Terri Young and Liz Brune have joined the company as account executives, Scott Button has been named an associate account executive, Judy Ringle has been named contract coordinator and Lisa Bills has been named administrative assistant.

Bills and Fishman worked at Gail Kaplan's Classic Catering before it merged with The Catering People. Bills will provide support services to the management and sales department. Fishman will do party planning and menu development for corporate and social clients.

Thompson, Button and Ringle previously worked for The Catering People. Thompson will be responsible for the direction and design of special events, Button will handle sales and on-site event coordination for the Clipper City, and Ringle will coordinate contracts and manage the food service division.

Young, who worked at the Admiral Fell Inn, will be responsible for managing marketing operations with specific emphasis on staff training. Brune, who worked at the Polo Grill at the Colonnade, will handle menu planning and coordinate on-site logistics for social and corporate clients.


William Kleinfelder has joined MET Electrical Testing Co. Inc. of Baltimore as regional manager for Philadelphia and Baltimore.
