Harford man dies in crash B

August 28, 1991

A 22-year-old Harford County man was killed when the motorcycle he was driving on Pulaski Highway near Edgewood was struck by a car that was changing lanes, State Police have reported.

Police said Russell Eugene Royall, of the 900 block of Pulaski Highway in Joppa, was westbound about 5:46 p.m. yesterday when a car moved into his path when the car's driver attempted to cross over into the eastbound lanes.

While trying to avoid a collision, Royall fell from the motorcycle and slid under the car operated by Winifred DeLoach, 52, of the 12000 block of Harford Road in Hydes, police said.

Royall's head hit the underside of the car, police said. He was pronounced dead at the scene.

Police said Royall's helmet was strapped to the back of his motorcycle.

Charges against DeLoach were pending a review of the accident by the county state's attorney's office, police said.

State Police at Pikesville said Royall's death brought to 432 the number of people killed on Maryland roadways so far this year, compared with 489 at the same time last year.
