Baltimore Orioles -- Placed P Jose Mesa (inflamed right elbow) on the 15-day DL, retroactive to Wednesday. Recalled P Anthony Telford from Class AAA Rochester.

California Angels -- Activated OF Junior Felix from the 15-day DL. Placed IF Bobby Rose (inflamed right shoulder) on the 15-day DL.

College

Miami, Fla. -- Third-year sophomore QB Bryan Fortay, who lost his battle for the starting job last week to junior Gino Torretta, quit the team and said he'll transfer. Freshman Frank Costa has become the backup.

Football

Houston Oilers -- Agreed to terms with 8-year veteran LB Johnny Meads (95 tackles, 5 forced fumbles, 2 1/2 sacks last season).

Los Angeles Raiders -- Traded QB Steve Beuerlein (1989 starter) to the Dallas Cowboys for an undisclosed 1992 draft choice. Traded G Newt Harrell (10th-round draft choice in 1988 from West Texas State who never played a down for the Raiders because of injuries) to the Cleveland Browns for an undisclosed draft choice.

Dallas Cowboys -- Signed FB Alonzo Highsmith to a 1-year contract that will pay him $350,000 but only $140,000 if he is injured.

Golf

European Ryder Cup team -- Captain Bernard Gallacher named Nick Faldo and Mark James of England and Jose-Maria Olazabal of Spain as wild-card selections to complete 12-man team that will defend the Ryder Cup on The Ocean Course at Kiawah Island, S.C., on Sept. 26-29.
