Carter To Take Dss Family Cases

County Attorney Stephen Beard announced yesterday that he has recruited a lawyer from Baltimore's Department of Social Services to handlelitigation involving child abuse, guardianship and family assistanceissues.

Kevin Lillian Carter, a 31-year-old Baltimore resident who specializes in cases involving abused and neglected children, was chosen from more than 50 applicants, Beard said. She will represent the county Department of Social Services.

"We're particularly fortunate to have Ms. Carter," Beard said. "She comes to us with precisely the kind of experience we were looking for, and she had rave reviews."

A graduate from the University of Baltimore School of Law, Carter began her career as a bailiff for Baltimore Circuit Court in 1987. She worked as a claims examiner for State Farm Mutual Insurance Co. from 1988 to 1989 before joining the city Department of Social Services.

She is secretary of the Alliance of Black Women Attorneys, a statewide organization.

She will replace Barbara Light, who left to join a law firm.
