Construction:

Joseph K. Buckel and Charles B. Wirts have joined Monumental Paving Co., a sitework, paving and utility contractor. Buckel's responsibilities include estimating and managing projects. Wirts is the job site supervisor for the firm's $1.4 million worth of sitework for Seton Business Park. Victoria M. Schwatka has been named senior vice president of Legg Mason Capital Management Inc. Her 19 years of investment experience includes positions with ASB Capital Management in Washington, Lazard Freres and Co. and Citibank in New York, and the Florida State Employees Pension Fund.

Calvin V. Thomas Jr. has been named vice president, appraisal services of the Legg Mason Realty Group Inc. in Baltimore. He joined the firm in 1988.

Scott R. Cousino has been named a managing director in the corporate finance department of Legg Mason Wood Walker Inc. He joined in 1982.

The brokerage firm, the realty group and the investment advisory firm are subsidiaries of Legg Mason Inc.

Health:

Patricia Pinkerton has joined Baltimore County General Hospital as vice president, fiscal resources. Previously she was an audit manager and financial consultant for KPMG Peat Marwick and an audit manager for Arthur Young & Co. American Personal Communications Inc. has appointed Barclay Jones, vice president, engineering; Emily Nelms, director of marketing, and Harley Henry, network operations supervisor. Jones was previously with Moffet, Larson and Johnson Inc. Nelms was most recently director of corporate accounts for Cellular One, Southwestern Bell. Henry was with Bell South Mobility Inc.

Advertising:

Barry Blau & Partners has promoted Vicki Dodson to senior art director. Before joining the firm three years ago, she was an art director with MacDantz Direct.

Jeff Wygant has been promoted from copywriter to copy director. Previously he was a group head with Earle Palmer Brown in Bethesda.

Mary Stewart has joined Barry Blau as a senior account executive. She also worked at Earle Palmer Brown.

Engineering:

KCI Technologies Inc. has named Fred Wagner a senior associate. He is an assistant division chief for the Transportation Division and is responsible for KCI's traffic section. Formerly known as Kidde Consultants, KCI is a national, full-service engineering firm that has 12 offices in the Mid-Atlantic. It is currently providing engineering and environmental services for the new Baltimore stadium and the Agricultural Research Station, among other clients.

Publishing:

Steven Goldschmidt has joined Warfield's business magazine and the Daily Record newspaper as vice president, advertising. His responsibilities include management and training of both publications' sales staffs, establishing joint marketing programs with trade associations and the development of ad sales promotions. He was most recently senior account manager for the Washington Technology newspaper. Before that, he was advertising director for the Baltimore Business Journal and marketing director for the Washington Business Journal.
