New positions

The Baltimore Sun named Megan M. Easton advertising director. She will supervise a sales and support staff of more than 150 employees and 4,500 advertising accounts. She has worked at the company since 1981.

Walpert, Smullian & Blumenthal, a regional accounting firm with its headquarters in Baltimore, named Gregory P. Pekala manager of the automotive dealership division. He specializes in providing audit, tax and consulting services to dealerships.

Constellation Energy Inc., a Baltimore-based power generation company, named R. Boyd Montgomery vice president of business development. The company is a wholly owned subsidiary of Constellation Holdings Inc.

United Way of Central Maryland in Baltimore named Del Thomas vice president of human resources. Ms. Thomas had been director of human resources consulting for the United Way of America at the Alexandria, Va., national headquarters.

Monumental Paving Co. in Baltimore promoted Clarence "Butch" Wirts Jr. to senior vice president and Al Mabery to vice president.

Rite Aid Corp., a Shiremanstown, Pa.-based chain of drugstores, promoted Douglas C. Shriner to front-end supervisor. Mr. Shriner will oversee nine Rite Aid stores in the Baltimore area. The Johns Hopkins Medical Services Corp., a Baltimore-based provider of medical care for members of the Prudential Health Care Plan of the Mid-Atlantic, named Dr. Richard Tompkins president and chief executive officer.

Financial services

First National Bank of Maryland, based in Baltimore, promoted Margaret F. Wright to vice president in the private banking division and Janet T. Farrell to division officer in the national division -- Eastern region.

Provident Bank of Maryland appointed Robert L. Davis senior vice president and general counsel.

Signet Bank named Daniel E. McKew vice president and Stephen D. Cree assistant vice president in the equipment finance and leasing division.

United States Fidelity and Guaranty Co. in Baltimore named Richard J. Potter head of personal lines.

MNC Financial Inc. in Baltimore promoted Frank E. Berger, Gerald T. Garland and William N. MacDonald to senior vice president in the Wholesale Banking Group, and also senior vice presidents of Maryland National Bank and American Security Bank, two principal subsidiaries of MNC.

Atlantic Federal Savings Bank in Baltimore promoted Gail E. Smith to vice president of deposits, Cecilia M. Fedarcyk to assistant secretary and branch manager of the West Road office in Towson, and Lynn T. Anderson to vice president of Atlanfed Service Corp., a subsidiary of Atlantic Federal.

Signet Bank in Baltimore promoted Daniel D. Bohrer Jr. and Joseph M. Ford of the audit division and Christine G. Neary and Gary Pinder of the retail banking division to officer of the bank.

Maryland Casualty Co., a Baltimore-based personal and commercial insurance company, appointed Sharon Chup Pittsburgh branch manager and Jerry E. Bryan Richmond branch manager.

Real estate, development

Winchester Homes Inc. in Bethesda named Peter G. Byrnes president and chief executive officer.

CB Commercial Real Estate Group Inc. in Baltimore promoted Gary G. Dewey to senior vice president, senior managing officer.

Kayne/Levin/Neilson/Bavar Realtors, a commercial and industrial real estate company in Baltimore, named Walter L. Patton, Richard C. Tucker, Adam Miller and Andrew E. Feldman principals.

CB Commercial Real Estate Group, Baltimore Brokerage Services office, appointed William S. Roohan vice president.

Frederick Realty Inc., a Baltimore-based commercial, industrial and investment real estate firm, named Walter H. "Buddy" Oberfeld vice president of the Industrial Brokerage Group.

On the board

Bethlehem Steel Corp. in Bethlehem, Pa., elected Gary L. Millenbruch andRoger P. Penny to the board of directors. Mr. Millenbruch is senior vice president and chief financial officer, and Mr. Penny is senior vice president and chief steel operations officer for Bethlehem.

Nova Pharmaceutical Corp. in Baltimore elected Sandra S. Hillman and Donald E. O'Neill to the board of directors. Ms. Hillman is executive vice president and principal of Trahan, Burden & Charles, a Baltimore advertising and public relations agency, and Mr. O'Neill recently retired as executive vice president and chairman of international operations for Warner-Lambert Co.

National Association of Realtors named John G. Evans to the board of directors. Mr. Evans was the 1990 president of the Greater Baltimore Board of Realtors and is executive vice president of the real estate company O'Conor, Piper and Flynn.
