Construction:

Douglas S. Perry has been appointed vice president of Constellation Holdings Inc. He will continue to retain his titles of general counsel and corporate secretary.

As vice president and general counsel, he is responsible for providing legal services and representation for the Constellation companies' operations and transactions.

Constellation, a subsidiary of Baltimore Gas & Electric Co., is the holding company for BG&E's non-utility businesses. Perry was associate general counsel for BG&E before he joined Constellation in 1986. Paul Beatty, senior vice president and manager of human resources for Chase Bank of Maryland, has been named the Chase executive in residence at the University of Baltimore Merrick School of Business. He will be responsible for developing and coordinating executive programs for the business community.

Beatty graduated from Merrick in 1964 and was the school's Alumnus of the Year in 1990. He began his career with Chase in 1979. James Rickell has joined North Charles Press, a full service printing company. He has spent 28 years in the printing business, working his way up from part-time pressman to working foreman to technical specialist before being named vice-president of administration at Harbor Printing in Baltimore. He comes to North Charles as an estimator. Barry A. Utz has been promoted to manager in the Manufacturing and Distribution Division at Walpert, Smullian & Blumenthal. A certified public accountant, he specializes in providing audit, consulting and tax services to manufacturers and distributors. Jay H. Blackman has been named administrator at the Johns Hopkins Wilmer Eye Institute. He succeeds Alan Scheps, who has been promoted to the central administration of Johns Hopkins Hospital. Blackman is the former executive director and chief executive officer of the Hospital of the Philadelphia College of Osteopathic Medicine.

* Dr. Jeffrey C. Roche has been appointed chief of the pathology department at Church Hospital. Previously he was chief pathologist at Homewood Hospital Center and earlier held positions at North Charles General Hospital, Wyman Park Health System and St. Joseph Hospital.

Advertising:

Hottman Edwards Advertising Inc. has created two new staff positions. Connie M. Joslyn has been named public relations account executive and Nancy R. Beall has joined the agency as assistant to its president, George D. Edwards 2nd.

Previously Beall was administrative assistant to the president of F. E. Worthington Inc., a Baltimore-based graphic design and consulting firm.

Transportation:

Paula Fedoris has been appointed director, communications and direct marketing for CSX Intermodal. She is responsible for the design, implementation and on-going management of the company's new direct marketing system. Previously she was assistant vice president, marketing services, for American International Group. Before that she was assistant vice president, client services, for Citicorp.
