Richardson, Myers & Donofrio, a Baltimore-based marketing communications agency, received a Governor's Citation from Gov. William Donald Schaefer for volunteering to produce an educational video to combat the problem of drug abuse in the workplace. Produced for the Governor's Office of Substance Abuse, the video features Governor Schaefer and Lt. Gov. Melvin A. Steinberg and includes case histories of Maryland companies that implemented drug-free policies.

Noble Steed Associates, a Baltimore-based advertising and marketing agency, won five awards in a marketing competition sponsored by Healthcare Marketing Report for advertisements produced for the Johns Hopkins Health Plan.

Gayle Briscoe of Otis Warren and Co. in Baltimore and Harold BTC Williams of ERA/Harbor City Realty in Baltimore received the Maryland Association of Realtors Equal Opportunity in Housing Award.

Dave Bushman of Bushman Construction Co. in Marriottsville was named Certified Graduate Remodeler by the National Home Builders Association.

W. B. Doner & Co., an advertising agency in Baltimore and Detroit, has received 16 awards from The One Show, National Addy, New York Festivals, Andy Awards, Art Directors Club and CLIO Awards.

Open for business

Annapolis Harbour Center, at Route 2 and Patuxent Boulevard, announced the opening of Drug Emporium, Cantina D'Italia and The Stuffed Cupboard.

Reservoir Capital Corp., a provider of factoring and finance services, opened at The Executive Center at Hooks Lane, 2 Reservoir Circle, Suite 204, in Baltimore. John Fox is president and Bill Seibold is chief financial officer.

Stanley A. Mengel & Associates opened an accounting and tax preparation office in Bel Air, reachable at P.O. Box 987, Bel Air, Md. 21014.

The Hair Cuttery, a Falls Church, Va.-based chain of hair care salons, recently opened a store at Roberts Field, at Hanover Pike and Northwoods Trail in Hampstead. The company also opened an Annapolis store at 2564 Solomons Island Road.

Auditek, a company that obtains sales tax exemptions and audits utility bills for commercial and industrial clients, opened at 10480 Little Patuxent Parkway in Columbia. Philip Sturman heads Auditek.

American Physicians Advisory Group Inc., a company that assists physicians and dentists in improving their health-care services and lowering losses, opened at 9437 Seven Locks Road in Bethesda. Robert J. Militana is company president.

All American Associates Inc. of Hunt Valley was named regional sales representative for Glenayre Electronics Inc., a Quincy, Ill., manufacturer of radio frequency products and power supplies for communications and industrial markets.

Maleson Advertising Inc., an Owings Mills-based advertising, marketing and public relations agency, is representing WBAL-TV and WQSR-FM Radio in Baltimore.

Binswanger East in Philadelphia was named leasing agent by General Electric Co. for a 75,500-square-foot industrial facility at 10150 Old Columbia Road in Columbia.

Public service

Peter D. Ward was confirmed to the Insurance Article Review Committee by the Maryland General Assembly's Legislative Policy Committee. Mr. Ward is a partner in the law firm Bernstein, Sakellaris & Ward of Baltimore.

Maryland Law Enforcement Officers Inc. gave $1,250 to the Community College of Baltimore for a scholarship for a student pursuing a career in law enforcement.

WBFF-TV and Ronald McDonald Children's Charities were named sponsors of Go Global Summer International Festival, featuring different world cultures at the Cloisters Children's Museum in Brooklandville.
