Dennis R. Slagle has been named president of JCB Inc., the Baltimore headquarters for North American operations of JCB, an English manufacturer of construction and agriculture machinery. Slagle joined JCB in 1980 as chief financial officer and was named vice president of sales in 1989. Previously he worked for Price Waterhouse. The First National Bank of Maryland has promoted Janet R. Farrell to division officer in the national division, eastern region. Farrell, a bank vice president, directs the Washington loan production office. Walpert, Smullian & Blumenthal has promoted John T. Wilke to manager in the real estate/construction division. A certified public accountant, he specializes in providing audit, tax and consulting services to real estate developers and construction companies.

* Marc B. Sherman has joined Coopers & Lybrand as director of the real estate and construction unit of the business investigation services department. The department provides reorganization and litigation services for Coopers' Baltimore office. Sherman, who is a certified public accountant and an attorney, has seven years of experience with real estate development companies and six years of experience with a major public accounting firm. Carla Frank of Baltimore-based Carla Frank Design has won six awards for her work in graphic design. She received a bronze medal from the Council for the Advancement & Support of Education, recognition by Print magazine, and three merit awards from the Art Directors Club of Metropolitan Washington. Daniel R. Paterson has been named a vice president of the board of directors of the Baltimore County Chamber of Commerce. As a board officer, he will chair the Business Development Council, which promotes economic growth within the county. Paterson is executive vice president of Signet Bank. Florence Beck Kurdle, vice president of planning for Constellation Real Estate Group Inc., has been named chair of the 1991 United Way of Central Maryland campaign in Anne Arundel County.

* James D. Miller has been named plant manager of the Salisbury plant of Blind Industries and Services of Maryland. He is responsible for overseeing 101 blind and sighted workers in the production of sweat shirts, backpacks and other items. He has held top management positions with Duofold Inc. of Ilion, N.Y.; J.E. Morgan Knitting Mills Inc. in New Market, Va.; and Spring City Knitting Co. Inc. of Cartersville, Ga.

* The YMCA of Greater Baltimore has appointed Benjamin J. Petrilli as controller. A certified public accountant, Petrilli has worked for AMERICOM Cellular Communications and Katz, Abosch, Windesheim, Gershman & Freedman. James R. McWilliams has been named vice president and has become a stockholder of Maxalea Nurseries Inc. A certified professional horticulturist, he has been with the company since 1985.


Glenn F. McAvoy has been named director of finance for University Physicians, the faculty practice plan of the University of Maryland Medical Center. Previously he was chief financial officer at Pharmakinetics Laboratories Inc.

* Alan Policar has been appointed director of cardio-pulmonary services at Baltimore County General Hospital.
