RAPE/ARREST: Southeastern District -- A 23-year-old man was arrested early yesterday and charged with rape after he was seen walking with the victim moments after she was attacked. Police said a 16-year-old girl was in the 2000 block of E. Monument St. shortly before 1 a.m. yesterday when she was accosted by a man who grabbed her around the neck and forced her into a nearby alley. There, the girl was forced down onto the pavement and raped. Several minutes later, Officer Robert Reason was patrolling the area when he saw the girl in the company of the man. Reason reported that the girl appeared to be crying and in distress. After speaking to the couple, Reason arrested the man and charged him with rape. The girl, police said, was taken to a hospital for treatment and was released. Police said Joseph Hammel, 23, of the 2100 block of N. Calvert St., was charged with rape and held overnight at the station lockup pending a bail hearing before a District Court commissioner.

BURGLARY: Central District -- A resident of the 800 block of Park Ave. reported that someone broke into her apartment and stole a VCR and a compact disc player valued at $500.

THEFT: Central District -- Susan Hougen, an out-of-town resident, reported that while her car was parked in the 100 block of Commerce St., someone broke a rear window and stole two suitcases that contained clothing, jewelry and personal items, all valued at more than $1,000.

ROBBERY: Central District -- Michael Kirby, a resident of Rockledge, Pa., told police he was asleep in his parked car in the 200 block of Water St. when he was awakened by two men, one armed with a 6-inch knife, who robbed him of two gold chains and cash with a total value of nearly $225.

THEFT: Central District -- Brendon Bond, of the 3800 block of Cherrybrook Road in Randallstown, reported that while his car was parked in the 600 block of Guilford Ave. someone forced open the trunk and stole his 21-speed mountain bike, valued at more than $400.

THEFT: Central District -- Loretta Spellman, of the 500 block of Dolphin St., reported she was in a store in the first block of W. North Ave. when someone reached into a bag she was carrying and stole property valued at more than $100.

THEFT: Central District -- Police reported that someone broke into a car while it was parked in the 500 block of E. Pratt St. and stole a purse. Katherine Peyton, of Accokeek, told police the purse contained cash and property, all valued at more than $400.

BURGLARY: Western District -- A resident of the 1400 block of McCulloh St. told police that someone broke into a house he owns in the 800 block of N. Carrollton Ave. by forcing a rear door and stole tools and copper tubing, all valued at nearly $600.

BURGLARY: Western District -- A resident of the 1000 block of N. Stricker St. said someone broke into his home through a rear door and stole a TV valued at $300.

BURGLARY: Western District -- Police today were seeking the person who forced the front door of a dwelling in the 1700 block of Harlem Ave. and stole a TV and a microwave oven valued at nearly $150.

BURGLARY: Western District -- Police reported that property valued at nearly $200 was stolen from a first-floor apartment in the 800 block of N. Carrollton Ave. Police said the intruder made off with 12 cassette tapes, a fan and a telephone.

BURGLARY: Southeastern District -- A resident of the 1700 block of E. Pratt St. reported that someone broke into her home by forcing the front door and stole a TV and radio valued at nearly $400.

BURGLARY: Southeastern District -- Police reported that property valued at $1,000 was stolen from a home in the 700 block of N. Streeper St. after someone broke out a pane of glass in a rear door.

ROBBERY: Southeastern District -- William Green, 30, of the 1000 block of Argyle Ave., reported he was in the 500 block of N. Montford Ave. when a man with a handgun robbed him of more than $100 in cash.

ROBBERY: Southeastern District -- Trina Rolles, 20, of the 1900 block of E. Baltimore St., told police she was assaulted near her home by a man who removed a gold chain of unknown value from around her neck.

BURGLARY: Southeastern District -- A resident of the 1700 block of N. Wolfe St. told police someone broke into a dwelling she owns in the 1200 block of Tennant Way and stole a washing machine valued at more than $300.

THEFT: Southeastern District -- An employee of Textile Chemical Co. in the 4500 block of E. Fayette St. told police someone broke into a company vehicle while it was parked on company property and stole a CB radio and a 1 1/2 -ton jack, all valued at more than $200.

THEFT: Southeastern District -- Filopos Sofos, 42, of the 5100 block of Fait Ave., told police that while his car was parked in the 5100 block of Hudson St., someone forced open a door and stole an AM-FM radio, a stereo amplifier and the vehicle's T-top, all valued at $500.
