...TC A Mass of Christian burial for retired Army Col. Francis A. Richter, who was a financial manager for an investment advisory firm, will be offered at 11 a.m. today at St. Stephen's Roman Catholic Church in Bradshaw.

Colonel Richter, who was 66 and lived in Kingsville, died Friday after an apparent heart attack in Somerville, Mass., while on a business trip.

He had worked for the Falls Church, Va.-based Burney Co. since retiring from the Army in 1976.

A native of Grosse Pointe Park, Mich., he enlisted in the Marine Corps during World War II but won an appointment to West Point, graduating in 1946. He saw combat in Korea and Vietnam, and his decorations included the Bronze Star and the Vietnamese Cross of Gallantry with Palm.

Also, he earned a master's degree in electrical engineering at the Georgia Institute of Technology.

He was a former president of a local unit of the Association of the United States Army.

He is survived by his wife, the former Barbara Swart; two sons, Robert J. and Michael E. Richter, both of Kingsville; three daughters, Margaret C. Richter of Parkville, Emily L. Richter of Bel Air and Christine F. Arlitt of Houston; two brothers, James B. Richter of Houston and Robert J. Richter of Derwood; a sister, Joan M. Lundhal of Roseville, Calif.; and two grandchildren.
