Robert L. Davis has joined Provident Bank of Maryland as senior vice president and general counsel. He will manage the bank's Legal and Compliance Division and will oversee the legal activities of the bank and of its parent, Provident Bankshares Corp.
He had been senior vice president and general counsel for James Madison Limited, a bank-holding company in Washington. Earlier he worked in several positions in the Office of the Comptroller of the Currency in Washington. He began his legal career as an attorney at the Annapolis law firm of Goldsborough, Franch and Collett.
Andrew J. Parker Jr. has been elected president of the American Consulting Engineers Council. He is president and chief executive officer of EA Mueller, a Baltimore consulting engineering firm. He has served as treasurer, national director and a member of various committees for the organization. The council is a national professional association representing over 5,000 private-practice consulting engineering firms that annually design more than $100 billion in public works construction projects and private industry facilities.
Allison Holmbeck has joined U.S. Message Corp. as major market sales representative. She will be responsible for opening new markets for U.S. Message, a national telephone answering and messaging service. Previously she was the telemarketing manager for Damart Associates in Minneapolis, a subsidiary of National Car Rental.
Lori Kirk, a staff accountant with Katz, Abosch, Windesheim, Gershman & Freedman P.A., has been appointed to the Maryland State Tax Committee of the Maryland Association of Certified Public Accountants. Kirk is a certified public accountant whose expertise includes depreciation in Maryland taxes. She works in the firm's Towson office.
CB Commercial Real Estate Group has appointed William S. Roohan vice president in the Baltimore office of the brokerage service. He specializes in the sale of apartment properties. Previously he was a consultant with KPMG Peat Marwick.
Dr. Marshall A. Levine has been appointed director of the Division of Oncology at Sinai Hospital. He will be responsible for fostering development of the division in the Department of Medicine. Another duty will be to further develop the hospital's cancer support program for patients and members of their families. Levine has been on the Sinai staff for 14 years. He is an instructor in the Division of Oncology, Department of Medicine and the Johns Hopkins University School of Medicine. Jos. A. Bank Clothiers Inc. has named Nancy G. Powell, vice president, merchandising/women's; James W. Thorne, vice president, men's furnishings and sportswear; and Michael E. Weppner, vice president, men's tailored clothing.
James O'Connor and Brian Knowles have been appointed traffic coordinator at Trahan, Burden & Charles Advertising and Public Relations Inc. In addition, Knowles has the title assistant print production manager.
Connor joins the agency from Earle Palmer Brown in Bethesda. Knowles has previously held production positions at several Baltimore-based agencies, including Image Dynamics and VanSant Dugdale.
Johanna F. Kuss has joined the Wilderness Inc., a residential landscape design firm, as a design associate. Previously she was a landscape and graphics designer for Morris, Ritchie Associates Inc., a civil engineering and land planning firm.
