A 27-year-old former West George Street resident wanted by Westminster City Police in several peeping Tom incidents and cat burglaries has escaped from the Harrison County, W. Va., jail where he was servingtime for sexual assault.
Richard John "Dickie" Swiger escaped from the Clarksburg jail about three weeks ago, said Sgt. John Walker ofthe Criminal Investigations Division of the Clarksburg Police Department.
Swiger was sentenced to serve 10 years in prison after he pleadedguilty to second-degree sexual assault in an attack on a 17-year-oldwoman last September, Walker said.
Westminster Police have open warrants on Swiger because he is wanted in connection with indecent exposures and trespassing at a home on Bond Street June 28, 1990, said Lt. Dean Brewer.
He also is a suspect in several similar incidentsthat occurred in Westminster last summer.
The Westminster chargeswere set to be placed after Swiger's trial and sentencing in West Virginia were completed.
Swiger fled the area last August after Brewer and state police Trooper Steven Burdelski went to Swiger's home toquestion him about the incidents.
He fled on foot when the two men identified themselves as police officers.
A little more than a month later, Swiger was charged in the West Virginia attack.
Walkersaid Swiger has served time in a West Virginia prison for indecent exposure, theft and peeping Tom convictions and was on parole when he was in Westminster.
Officials at the Harrison County Correctional Center declined last week to release the details of Swiger's escape.
Agents from the FBI in Frederick also are assisting in the search for Swiger, but would not comment on the case.
But Walker said he believed Swiger escaped while waiting to be transferred to another prison to serve out his sentence.
Brewer said Swiger has a brother who lives in Carroll.
Swiger has brown hair and brown eyes, is 6-foot-1 and about 165 pounds.
