The Supreme Court ruled yesterday that states may impose life in prison without parole on people convicted of possessing large amounts of drugs, even on first-time offenders. Maryland's stiffest penalty for drug dealing is 40 years in prison without the chance of parole, a penalty given four-time repeat offenders.
