Arthur S. Mehlman has been named to succeed D. Keith Cobb as managing partner of KPMG Peat Marwick's Baltimore office, effective July 1. Cobb will head the firm's Philadelphia office.
With more than 25 years in public accounting, Mehlman specializes in such industries as investment services, manufacturing and merchandising. He joined the firm in 1963 upon graduation from the University of Maryland. Judy Gach has become president of a newly formed consulting firm that specializes in human resources management. The firm, Berkshire Consulting Group Inc., focuses on training involving cultural diversity in the work force. Gach has over 20 years of experience in training and employee relations. She is joined by Dawn S. Hyde, who will serve as a consultant. Hyde is president of Berkshire Associates Inc., a consulting firm that specializes in preparation of affirmative action plans and on-site audit assistance. The University of Maryland at Baltimore has named David A. Knapp dean of the University of Maryland School of Pharmacy.
Knapp, who has a doctorate in pharmacy administration from Purdue University, has been a member of the pharmacy school faculty since 1971 and acting dean since April 1989. He also has been chairman of the Department of Pharmacy Practice and Administrative Science since 1987 and director of the Graduate School's Center on Drugs and Public Policy, which he founded in 1987. Robert W. Thon 3rd has been named a vice president, with responsibility over sales in the Cash Management Services Division at Chase Bank of Maryland. Previously he spent nine years at Maryland National Bank, most recently as vice president and group sales manager. Before that he was vice president and sales manager for Suburban Trust Co., which is now Sovran Bank/Maryland. Deborah Lynn Morris has been named risk manager at Liberty Medical Center Inc. Previously she was the secretary for quality assurance at the center. She has also been the judicial clerk for the Fifth Judicial District of Iowa.
* Lillian Patrician has been appointed health policy analyst for developing quality assurance measures at the American UrologicalAssociation, Baltimore headquarters. She has a background in pharmaceutical research analysis. Richard W. Caby has been promoted to resident vice president of the Fidelity and Deposit Companies Inc. He will be responsible for supervising the companies' marketing, sales and underwriting activities for the state of Florida. Genstar Stone Products Co. has appointed Thomas C. Rock superintendent of the Chase Sand Plant, responsible for its daily operations. He has been serving as superintendent at the Churchville Quarry operation for eight years.
* Stockholders at J. Vinton Schafer & Sons Inc. have elected the following officers of the general contracting firm to the board of directors: James M. Knowles, chairman; Nelson A. Knowles, secretary/treasurer; George A. Hall, president; Ronald E. Knowles, executive vice president, and Warren L. Hamilton and John C. Jenkins, vice presidents.
WBAL Radio 11 has named Bob Cecil local sales manager for the radio station. Previously he was the sports marketing director for WBAL.
* Pat Costello has been named news manager of the On-Air Department at WJZ-TV, responsible for the daily operation of Eyewitness News. He comes from WTHR-TV in Indianapolis, where he was assistant news director.
