On page 1 we disclose that James M. Fielder Jr., the just appointed Harford director of economic development, has more than $200,000 in lien judgments against him and other parties connected to a Bel Air radio station. Some council members say they are shocked they were not made aware of the debts. County Executive Eileen M. Rehrmann was aware Fielder had outstanding liabilities when she sent Fielder's nomination to the council for confirmation, but did not feel it was her dutyto disclose the information to the council.
