Charles Dorsey Spurgin, a retired fiscal administrator in the Baltimore County Health Department, died Wednesday from complications of surgery at the Anne Arundel Medical Center.
Services for Mr. Spurgin, who was 73 and moved from Towson to Annapolis almost a year ago, were being held today at the Ruck Towson funeral establishment, 1050 York Road.

He then worked for the Health Department for about five years before retiring in 1981.
Born in Washington but reared in Baltimore, he attended the Polytechnic Institute before graduating from City College in 1936. He was a 1939 graduate of Duke University.
Mr. Spurgin served as an officer in the Army during World War II.
He is survived by his wife, the former Margaret Elizabeth Starlings; a son, Charles D. Spurgin Jr. of Harwood; two daughters, Barbara S. Colacicco of Riva and M. Evelyn Spurgin of Crownsville; and 10 grandchildren.
