Ed Smith Real Estate School in Ocean City was licensed recently by the state Appraisal Commission to offer appraisal licensing classes.

Human Equations Inc., a Baltimore-based company that helps other companies increase productivity and profitability, recently formed a division called Masters 100 that targets supervisors and managers to teach them how to handle work force problems.

Tate Engineering Services Corp. formed a group called Tate Integrated Systems. The facilities are located at 11431 Cronhill Drive, Suite J, in Owings Mills.

Garden Gate Landscaping Inc. of Silver Spring bought Rain King Irrigation Systems. Neal Hamilton of Rain King was named irrigation consultant and John McNamara of Rain King was named irrigation supervisor for Garden Gate.

Don Richards Associates, a recruiting company in Baltimore, recently formed a mortgage banking division headed by Hugh F. Coyle.


John Toth Jr. of Fallston was named to the President's Circle of Excellence by ICI Pharmaceuticals Group in Wilmington, Del. Mr. Toth is district sales manager for Stuart Pharmaceuticals, a business unit of ICI Americas Inc.

Suzanne Beaty and John Radcliffe of Harford Community College won a third-place award from the National Council for Marketing and Public Relations. Ms. Beaty, graphic designer, and Mr. Radcliffe, associate professor of photography, won the award for a poster designed for the Phoenix Festival Theater.

Andrew V. Tignanelli was named accredited personal financial specialist by the American Institute of Certified Public Accountants. Mr. Tignanelli is president of coordinated assets, a regional investment and financial planning advisory company.

Vince Gerber of Pasadena was named sales professional of the year by the Thomas J. Lipton Co. in Englewood Cliffs, N.J.

Keene Dodge Co. Inc. in Jarrettsville won an award of excellence from Chrysler Corp.

Dr. Ralph F. Shangraw was named 1991 Distinguished Pharmacy Educator by the American Association of Colleges of Pharmacy. Dr. Ralph F. Shangraw is professor and chairman of the Pharmaceutics Department at the University of Maryland School Pharmacy.

Thomas and Carol Fisher, owners of Beltone Hearing Aid Center at 2701 Belair Road in Fallston, received the Northeast Regional Award of Merit from Beltone Electronics Corp., based in Chicago.

Doug Tennant was named Northeast Region Dealer of the Year by Midas International Corp. in Chicago. Mr. Tennant owns a Midas franchise at 1772 E. Joppa Road in Baltimore.

SilverShoe Graphics in Baltimore received an Award of Excellence from the International Association of Business Communicators/Baltimore Chapter for an annual report produced for the Medical Mutual Liability Insurance Society.

Vinton Schafer & Sons Inc., a general contractor based in White Marsh, won the Safety, Training and Education Process Award from the National Safety Committee of Associated Builders and Contractors.

Chapel Valley Landscape Co. of Woodbine recently won two awards from the Associated Landscape Contractors of America.

Richard E. Hug was named Outstanding Volunteer Fund Raiser by the National Society of Fund Raising Executives. Mr. Hug is chairman of the board of Environmental Elements Corp.

Real Estate News, a monthly publication of the Greater Baltimore Board of Realtors, won an award in the Realtors Board and State Publications Contest.

E. Barry Rice was named Distinguished Teacher of the Year by Loyola College in Baltimore. Mr. Rice is an accounting professor at Loyola.

Trade organizations

American Psychiatric Association elected Dr. Steven S. Sharfstein secretary. Dr. Sharfstein is president-designate and

medical director of Sheppard Pratt.

Urban Land Institute elected Mahlon Apgar IV trustee and appointed him chairman of the commercial and retail council.

American Society for Quality Control named Andrew "Jack" H. West vice president of the professional development committee. West is manager of management systems assessments for Westinghouse Electronic Systems Group in Baltimore.
