David L. Simms, a specialist in marketing and strategic planning, has been named chief operating officer and acting executive director for the Central Maryland Red Cross and the Greater Chesapeake and Potomac Regional Blood Services. Simms, a co-founder and managing director of the RESULTS Marketing Group of Herndon, Va., previously served in a management consulting capacity to the Red Cross while with the international consulting firm Bain & Co.
Anya Gregory Harris has joined the public relations division of Trahan, Burden & Charles as an assistant account executive. Previously she held a variety of positions with the staff of Sen. Barbara A. Mikulski, D-Md. Most recently Harris was legislative assistant for environmental, judicial and civil rights issues. Dr. Charles E. Wiles 3rd, director of the Multiple Trauma Intensive Care Unit at the R Adams Cowley Shock Trauma Center, was elected to the prestigious International Society of Surgery. Wiles is a founding member of the International Association for the Surgery of Trauma and Surgical Intensive Care.

Leslie A. Hubbard has been appointed general manager of Southern Maryland Oil, the La Plata-based home heating oil company. He previously was managing director of Baltimore-based Maryland Consulting Group, a company he co-founded in 1979. He also worked for Black & Decker for 10 years.
John L. Segall was elected vice president of the Photo Marketing Association International. He is president of Segall-Majestic Photography Inc. and its sister venture, Glamour Foto Inc.
Estelle A. Fishbein, general counsel of Johns Hopkins University since 1975, has been elected vice president and general counsel. She supervises a staff of four attorneys. She came to Hopkins after seven years as a special assistant attorney general assigned to the University of Maryland.
