Here is how members of Maryland's delegation on Capitol Hill were recorded on important roll-call votes last week. There were no House votes:

SENATE: AGAINST BUDGET FREEZE

By a vote of 60-37, the Senate tabled -- and thereby killed -- an amendment to freeze fiscal 1992 discretionary spending at 1991 levels, saving $8.2 billion in the year beginning Oct. 1.

The vote occurred during debate on a proposed 1992 budget that sets spending at $1.45 trillion and projects a $285 billion deficit. Senators later used a non-record vote to send the congressional budget blueprint (S Con Res 29) to conference with the House.

The freeze rejected by this vote affected domestic, military and international spending subject to the appropriations process but exempted mandatory spending for entitlements and interest on the national debt.

A yes vote opposed holding 1992 discretionary spending at 1991 levels.

SENATE: SOCIAL SECURITY TAX CUT

By a vote of 60-38, the Senate tabled -- and thereby killed -- a non-binding amendment to cut the 6.2 percent Social Security payroll tax by 1 percent over the next five years, reducing revenues by an estimated $200 billion.

Sponsor Daniel Moynihan, D-N.Y., called the payroll tax regressive and said it was wrong for the government to use Social Security funds for general expenditures and to mask the size of the deficit.

I= A yes vote opposed cutting Social Security payroll taxes.

SENATE: AGAINST DEFENSE CUT

The Senate refused, 25 for and 70 against, to reduce defense spending authority in the 1992 budget by 2 percent, lowering the annual deficit by almost $6 billion. The vote occurred during debate on S Con Res 29 (above).

A yes vote was to cut 1992 defense spending authority by 2 percent.

SENATE: TO KEEP HONEY PROGRAM

The Senate voted 57-38 to preserve federal price supports for honey. This tabled an amendment to strip the congressional budget resolution (above) of authority for $49 million in payments to a few thousand honey producers, guaranteeing their profits. Tabling supporter Max Baucus, D-Mont., said U.S. agriculture depended on commercially supplied bees for pollination and would falter without the federal program.

C7 A yes vote was to retain the federal honey program.
