Did you know you can get garbage bags, ball point pens and even park benches made from recycled plastic? That building insulation can be made from recycled newspaper? That door mats are being made from recycled tires? Hundreds of American companies manufacture products from recycled materials. At their own expense, they've developed the technology and equipment to produce the items. Now we have to make sure somebody buys them.

Our current project is convincing state and local governments to buy recycled products. Last week I listed a few of the basic resources that can help purchasing managers in local governments move toward a recycled products purchasing policy. Assuming they're interested, the next question will be a simple, practical one: "What recycled products are available?" To make your point, you'll need to supply some specifics. This list illustrates the surprisingly wide variety of "recycled" alternatives:

*Rubbermaid Commercial Products, Steve Graefe, P.O. Box 1929, Andover, Mass. 01810. Makes trash cans out of recycled plastic.

*Moore Oil, 4033 W. Custer, Milwaukee, Wis. 53209; (414) 462-3200. They sell re-refined automotive, gear and hydraulic oil.

*Acco International Inc., 770 S. Acco Plaza, Wheeling, Ill. 60090; (800) 222-6462. Makes three-ring binders out of recycled paperboard.

*RPX Resins, 5274 Scotts Valley Drive, No. 106, Scotts Valley, Calif. 95066; (408) 439-0900. Manufactures plastic trash bags with 80 percent to 100 percent recycled content.

*Envirosafe Products Inc., P.O. Box 1074, New York, N.Y. 10156; (718) 968-0199. Makes park benches out of 100 percent recycled plastic.

*Presto Products Co., P.O. Box 2399, Appleton, Wis. 54913; (800) 548-3424. Makes Poly Stop parking lot bumpers out of recycled plastic.

*Enviromat, 2286 Auburn St., Box 23, Hannibal, N.Y. 13074; (315) 564-6126. Manufactures entrance mats from recycled automobile tires.

*Asphalt Recovery Systems Inc., 4415 W. Montrose Ave., Suite 1, Chicago, Ill. 60641; (312) 202-8308. Manufactures a variety of recycled asphalt products.

*FSC Paper Co., 13101 S. Pulaski Road, Alsip, Ill. 60658; (708) 389-8520. Makes adding machine tape out of 100 percent recycled paper.

*Niagara Fiberboard Inc., P.O. Box 520, Lockport, N.Y. 14095; (716) 434-8881. Manufactures various types of fiberboard from 100 percent recycled content.

*Recycled Products Inc., 54 S. Brown St., Elizabethtown, Pa. 17022; (717) 367-0620. Makes loose-fill cellulose insulation from old newspapers.

*Appleton Papers Inc., 825 E. Wisconsin Ave., Appleton, Wis. 54912; (414) 734-9841. Manufactures carbonless paper out of recycled paper.
