Jackson G. Kochen has been named president and chief operating officer of Lovell Land Inc. and Lovell Homes Inc. Crispin A.B. Etherington has been named president of Lovell Properties Inc. Roger B. Davis has been named chief financial officer of Lovell America Inc., a division of the Lovell Group of Great Britain.

Victor J. Lancelotta, the owner of ERA Caton Realty Co. for many years, recently sold the company to William J. Iampieri, who had been general manager/vice president.

Loyola Federal Savings and Loan Association has promoted Harry Wujek Jr. to vice president, purchasing and records management. He had retired from Bethlehem Steel Corp. before joining Loyola in 1986.

Jean M. Jones, a nurse as well as an attorney, has been elected a partner of Frank, Bernstein, Conaway & Goldman. She specializes in civil litigation and medical malpractice defense.

Gary M. Hnath has rejoined Venable, Baetjer and Howard as of counsel in the Labor & Litigation Division and will be based in the firm's Washington office, known as Venable, Baetjer, Howard & Civiletti. He was senior attorney with the U.S. International Trade Commission's Office of Unfair Import Investigations.

Greiner Inc. has promoted four staff members as associates in the company's Mid-Atlantic Cluster, which oversees operations in Maryland, Ohio, Pennsylvania, Virginia, Delaware and West Virginia. The new associates are Washington Bowie 6th, John D. Coursey, William A. O'Conner 3rd and Eugene Stum.

Bruce M. Cazenave has been named director of marketing, decorating and specialty products for Black & Decker's U.S. Power Tools Group. He heads a newly formed division intended to serve the decorating needs of both homeowners and professional contractors.

At Trivas, Mitchell, Willen, a division of PWA Group Ltd. of Pikesville, Edward J. Neenan has been promoted to director of creative and account services.

Mark S. Tidgewell has been named chief operating officer for Green Spring Mental Health Services. Previously he was vice president and chief financial officer of MCC Companies Inc., a subsidiary of CIGNA Corp.

Marcia Hoover had been appointed director of medical records at St. Agnes Hospital. Previously she was regional manager of health department information systems for Aspen Systems Corp.

Psychological Health Associates P.A. has hired Richard Thomas and Gail Simmons, both psychologists with expertise in child and adolescent psychology.

James Allen Logue has been named director of operations for a new national glamour photography chain operating under the name Elegant Images. Glamour Foto Inc. of Baltimore is the parent company to the individually incorporated chain of company-owned and franchised Elegant Images salons. The chain opened its first store in 1989 in White Marsh Mall and recently opened a fourth store in Staten Island, N.Y.

Logue maintains a dual post as director of special projects for Segall-Majestic Photography Inc.
