Robert G. Neubert has been appointed managing partner at Ernst & Young. Previously he was director of international services in New York. Neubert replaces Ronald J. Kozich, who has become managing partner at Ernst & Young's Philadelphia office.

Jay A. Cleaver has been appointed local sales manager for United Artists Advertising Inc., a division of United Artists Cable of Baltimore. He is responsible for advertising accounts for local, regional and national business clients on the major cable networks. Previously he was with Comcast Cable.

Richardson, Myers & Donofrio Inc. has promoted three associates to new positions. Anita G. Galloway has been promoted to public relations account executive, Jeanne M. Wallnofer has been named manager of account support services and Cynthia Lang has been promoted to account coordinator.

Signet Bank has named Virginia W. Smith executive vice president in the Consumer Real Estate Division. She is responsible for all aspects of first and second mortgages and home equity accounts in Maryland, Virginia, and Washington. She founded the division in 1989 and will continue to serve as president of Signet Mortgage Corp.

Rebecca L. Semsker has joined Maryland Home Mortgage Corp. as a loan originator in northwest Baltimore County. Stephen H. Jaggard has been named executive vice president of the Client Services Group at the Office Network, an international real estate services firm that represents clients of Casey & Associates.


Paul Nussbaum has been named partner at the Baltimore office of Whiteford, Taylor & Preston. He specializes in debtor and creditor rights and bankruptcy law.

Also named partners were Charles A. Berardesco and Jack L. B. Gohn, who are based in the Baltimore office, and Barbara L. Ayres, Christopher S. Lambert and Carol Zuckerman, in the Towson office.

John Martin Klein has joined the Bankruptcy and Creditor's Rights Department of Gordon, Feinblatt, Rothman, Hoffberger & Hollander. He was previously an associate with Geary, Stahl & Spencer in Dallas.

Rusty D. Miles has been appointed assistant art director at Mousepad Graphics, the desktop publishing and computer graphics division of PWA Group Ltd. of Pikesville. He previously worked at The Anderson Group in South Carolina.

PS Graphics Inc., a commercial printing house, has hired Deborah L. Bury and C. Diane Dzambo as account managers.

Judith A. Weiland has been promoted to vice president of operations and planning for the Daughters of Charity National Health System - East Region. She joined the health system in 1988 as vice president of strategic planning and development.


Carl A. Damico has been named assistant secretary for facilities management with the Maryland Department of General Services. He will oversee the design, design review and construction of capital projects, manage and maintain state office complexes, and supervise operational and maintenance standards at state facilities.


Richard A. Grossi has been appointed associate dean for finance and administration at The Johns Hopkins University School of Medicine. In this newly created position, he will serve as the school's chief financial officer. He will retain his current duties for administration of the school's personnel and facilities offices, a position he has held since 1978.

Joe E. Luikart has been promoted to director of operations for the McCormick Ingredients business unit of McCormick & Co. Inc. He will be responsible for quality assurance, engineering and manufacturing.
