* Cleveland Indians -- Optioned Efrain Valdez (pitcher) to Colorado Springs of the Pacific Coast League. Sent Luis Lopez (infielder) to their minor league complex for reassignment.

* Seattle Mariners -- Optioned Dave Burbe (pitcher) to Calgary of the Pacific Coast League. Sent Dave Fleming (pitcher), Rich Amaral (infielder) and Chuck Jackson (infielder-outfielder) to their minor league camp for reassignment.

National League

* Atlanta Braves -- Placed Oddibe McDowell (outfielder) on waivers for the purpose of giving him his unconditional release.

* Cincinnati Reds -- Sent Billy Bates (infielder), Keith Brown and Milt Hill (pitchers), Dave Liddell (catcher), Terry Lee (first baseman) and Leo Garcia (outfielder) to their minor league camp for reassignment.

* Los Angeles Dodgers -- Placed Fernando Valenzuela (pitcher) on waivers for the purpose of giving him his unconditional release.

* Montreal Expos -- Placed Brian Barnes (pitcher) on the 15-day disabled list.

* Pittsburgh Pirates -- Assigned Ty Gainey and Jeff Schulz (outfielders) to Buffalo of the American Association.

BASKETBALL (NBA)

* League -- Suspended Charles Barkley (Philadelphia 76ers forward) for one game without pay and fined him $10,000 for spitting at a fan and using abusive language during a game during a game on March 26.

FOOTBALL (NFL)

* Denver Broncos -- Agreed to terms with Charles Dimry (cornerback) on a two-year contract. Signed Crawford Ker (guard).

* San Diego Chargers -- Signed Troy Kyles (wide receiver).

* Washington Redskins -- Signed Terry Hoage (safety).

HOCKEY (NHL)

* League -- Suspended Los Angeles Kings coach Tom Webster for four games and fined him $5,000 for fighting in a game against the Calgary Flames on March 24. Suspended Doug Gilmour and Tim Hunter of Calgary for two games each and fined Gilmour $500 for their actions. Fined Joel Otto of Calgary $500.

COLLEGE

* Michigan State -- Named Ed Zaunbrecher quarterbacks coach and Kip Waddell defensive line coach.

* Northeastern -- Announced the resignation of Don McKenney (men's hockey coach).
