Construction:

Vincent G. Johnson was named president and chief executive officer of Riparius Construction Inc. Before the company's incorporation in 1987, he was vice president, operations, of McCormick Construction Co.

Kip Mandris joined the Burns & Russell Co. as sales associate of the newly formed Building Supplies Division. He had been director of advertising and public relations with Lucas Brothers.

Stoehr Companies Inc., a Columbia-based commercial interior construction management firm, hired Paul Moor as project coordinator. Previously he was with Tomkins Construction Co. W. Scott Jamieson joined Baltimore's Garamond/Pridemark Press Inc. as president and chief executive officer. Previously he was vice president and general sales manager of CaseHoyt in Rochester, N.Y. Garamond/Pridemark is a unit of Richmond-based Cadmus Communications Corp. Ardell Terry was appointed director of foundation and corporate relations at Catonsville Community College. Charles D. Mahon was named director of the Computer Resources Department at Blue Cross and Blue Shield of Maryland. Before joining the insurer in 1986, he was with Bethlehem Steel Corp.

Maryland Casualty Co. appointed Carl Follo regional vice president, commercial insurance, and Bob Marinello, regional vice president, personal insurance.

At Alexander & Alexander Inc., David Cianfarini was promoted to technical services group manager. AT&T appointed Karen L. Varnas regional vice president for the mid-Atlantic region; David P. Johnson, general manager-sales for national accounts in the District of Columbia, Delaware, Maryland and Virginia; and Theodore D. Deutsch general manager-sales for large businesses in the District, Maryland and Virginia, all in the Business Communications Systems Division.

Lawrence E. Bell was appointed sales vice president-national accounts for the southern region; George W. Foyo, sales vice president-major accounts in the Southern region; Nancy B. Gofus, director of sales-national accounts for the District, Maryland and Virginia, and Gordon C. Pollock, director of sales-major accounts for the District, Delaware and Maryland, all in the Business Communications Services Division.

International:

McCormick & Co. Inc. appointed Fred Lissauer as director-international business development for the International Group.

Law:

Weinberg & Green named Julie C. Janofsky a limited partner in the Litigation Department, representing clients in employment matters and general commercial litigation. Hertzbach, Sapperstein & Sidle, P.A. promoted Mark R. Topolski to tax manager and Marilyn Schneider to manager. The firm hired Alan Friedman as a staff accountant and April Alderson as a semi-senior accountant.

Glass Jacobson & Associates, P.A. appointed Phyllis Kroser staff accountant.

At Chapel Valley Landscape Co., Jennifer Veater was promoted to accounting manager.
