Kenneth V. Moreland is appointed a partner of the international accounting and consulting firm. He will be responsible for serving clients in financial services, computer software and education. He will also work with clients in the firm's Emerging Business Services Department.

He was previously an accounting fellow in the office of the chief accountant of the Securities and Exchange Commission. Before that, he was associated with the Baltimore office of Coopers from 1979 to 1988.

At Stegman & Co.'s Towson office, Karen Kugler is promoted to senior accountant. She willl be responsible for preparing compilations, review, tax returns and audits.

At Walpert, Smullian & Blumenthal, Steven A. Simon is named a principal.

Wayne E. Feest is named vice president of sales and marketing for CMG Health, a national managed mental health and chemical dependency firm. He will be responsible for development of the company's sales and marketing strategy, account development and servicing, planning and budgeting, expanding current contracts and management of the department.

He joins the firm from Equinor/CIGNA in Chicago, where he was divisional marketing manager.

Interior design

Judy Wachs is named marketing director for Benesch Gasser, a contemporary design firm. She was previously an administrative assistant.

Barry J. Gilway is named president of commercial insurance for Maryland Casualty Co. He was previously senior vice president for the risk management subsidiaries of W.R. Berkley Corp. in Connecticut. Before that, he was executive vice president for Crum and Forster.

Michael J. Mulherin joins FSC Securities Corp. as a registered principal. He was previously vice president-investments at Prudential Bache Securities. He will offer general securities brokerage services, U.S. government securities, municipal bonds and mutual funds. He willl be based in Ellicott City.

At Signet Investment Banking Co., an affiliate of Signet Bank, Chris M. Royston is named managing director and Andrew E. Scherer is appointed vice president in the Baltimore office.

Royston brings eight years of investment banking experience to his new position, including working as a vice president in the private placement group for Salomon Brothers Inc.

Scherer joined the company's Richmond office in 1988. Before getting his master's degree in business administration, he was a field engineer for Schlumberger Offshore Services.

James A. Zito is promoted to an associate at Rummel, Klepper & Kahl, a consulting and engineering firm. He joined the firm's Transportation Engineering Department in 1973. He has 17 years experience in the design of major freeways, rural and urban arterials, collector roads and associated facilities such as drainage systems and noise barriers.

John A. d'Epagnier and Owen L. Peery are named project engineers for the firm. d'Epagnier will be responsible for site development projects, and Peery for highway design projects.

At the EA Mueller Building Systems Division of EA Engineering, Science and Technology Inc., Charles W. Curt is named division director. He will be responsible for directing building systems and design projects. He has more that 28 years experience in mechanical and electrical engineering and construction management.

At Greiner Inc., an architectural and engineering firm, Renaldo Ng is named vice president. He joined the company in 1978 and has been a structural project manager for 11 years. He is also deputy division manager for surface transportation.
