County Rallies Fellows To Appeal Landfill Ruling

Harford's County Council wants other counties to support its appeal of a circuit judge's decision that has allowed plans for a controversial rubble landfill near Havre de Grace to move forward.

Council members voted 7-0 Feb. 12 to have council President Jeffrey D. Wilson draft a letter to be sent to other counties, asking them to file friend-of-the-court briefs in the case.

The council is appealing Harford County Circuit Judge Cypert O. Whitfill's decision last fall concerning Maryland Reclamation Associates Inc.'s request to operate a rubble landfill on Gravel Hill Road near Havre de Grace.

Whitfill ruled the council acted beyond its authority when it rejected the project after initially including it in the county's solid waste management plan.

That ruling cleared the way for Maryland Reclamation to seek a state permit to operate the rubble landfill.

Meanwhile the state Department of the Environment iscontinuing with the permit process for the project.
