Rooney Named To Post

WESTMINSTER — The Carroll school board unanimously appointed William R. Rooney director of personnel, succeeding Kenneth F. Mussari, who died late lastyear.

Rooney, supervisor of personnel since 1982, has served in various capacities in the Carroll school system since 1961. He began his education career as a social studies and English teacher at Mount Airy Junior High School.

" He has had tremendous credibility in our school system," said Superintendent R.Edward Shilling." He's a problem solver,not a problem-maker,and that's a gift.

Mussari, who served as the system's personnel director since the mid-1970s, died of a heart attack while vacationing in Florida with his family.

In other personnel matters, the board named David J. Renaut as assistant teaching principal at North Carroll High School. The 32-year-old Abbottstown, Pa. resident, previously a North Carroll Middle School teacher, has taught in Carroll since 1982.

The board approved the transfer of Larry J. Bair, Hampstead Elementary principal, to the principal of the new Spring GardenElementary School, scheduled to open in Hampstead in September. The 47-year-old Manchester resident has worked in the Carroll system for 22 years. He began his career as teacher in the Northern York County (Pa.) School District.
