Industrial Annex Sought

HAMPSTEAD — A Baltimore County developer will ask the Town Council Tuesday to annex an industrially zoned 30 acres at the south end of town.

The land is on the east side of Route 30, just south of the Spring Garden Elementary School and Roberts Field development, and across from Joseph A. Banks.

The request comes from developer Charles Harwood of Owings Mills,Baltimore County, and goes before the council at 7:30 p.m. Tuesday in the Town Hall, said Town Manager John A. Riley.

An annexation process takes six months, with a resolution from the Town Council beingthe first step. If the council votes to adopt a resolution to annex,the town must then study whether it can provide water, fire, police,road and other services to support the area, Riley said.

"You canalways use industrial base," Riley said. "That's tax money, and theyusually don't require the services a residential area would."

Thetown also must advertise the intent to annex and send reports to various state and county agencies.

Most of the land is now owned by Helen Hoffman of Hampstead, Riley said. Another parcel is owned by Bosley Construction Co. Both owners have signed the petition asking for the annexation, Riley said.
