City moves to force landlords to pay fee

Baltimore Mayor Kurt L. Schmoke has moved to force landlords to pay their rental registration fee, the Department of Housing and Community Development announced last week.

The rental registration fee is $10 a year for each rental unit and is required of all landlords who own, but do not occupy rental properties. The fee, and the licensing fee for larger, multiple-family dwellings together generate about $2 million a year in revenue for the city.

Letters have been sent to 27 landlords with holdings in the city who have not registered this year and who have failed to register in the past. They warn of the legal implications of failing to register, including the possibility of prosecution.

"This legal action should be a reminder to irresponsible landlords that the mayor and this agency are committed to aggressive enforcement of the house code," said Housing Commissioner Robert W. Hearn in a statement.

There are 45,000 housing units owned by 15,000 landlords covered by the registration ordinance. Payment for all these units was due on Sept. 1.
