Angola's reform proposals

FOR THE United States in particular, [the reform proposals are] a chance to amends for the deaths, injuries and economic losses occasioned on Angola through U.S. support to [rebel] Unita.

It will also be a major prop for President Jose dos Santos who, at this difficult time, needs all the support he can get from every quarter. With goodwill and support from all, the Angolan case could be Africa's success story this year, second only to the release last February of South Africa's foremost nationalist, Nelson Mandela.
