Edwin G. Pickett is named executive vice president/chief financial officerfor USF&G Corp. He replaces James A. Flick Jr., who remains an executive vice president and a member of the board of directors.

Pickett joined the company in 1989, and most recently worked as senior vice president-finance. Before that, he was executive vice president and chief financial officer of American General Corp. of Houston. He also served as senior vice president-finance and chief financial officer of Maryland Casualty In newly created positions at USF&G, Richard J. Potter is named senior vice president-strategic planning and Jack Hart is appointed senior vice president-human resources. At United States Fidelity and Guaranty Co., the property/casualty subsidiary, James N. Stanard is named executive vice president.

Potter is to join the company this month. He was president of Credit Life Insurance Co. in Springfield, Ohio, prior to its September 1990 merger with Aon Corp. Previously, he was senior associate in the financial institutions practice of Booz, Allen & Hamilton in Chicago.

Hart joins USF&G from Heller International, Chicago, where he was senior vice president of human resources. Previously, he held the same position at Impell Corp. of San Francisco.

Stanard joined the company in 1983 as executive vice president of F&G Re, the reinsurance subsidiary of USF&G Corp., his most recent position. Before that, he was vice president of Prudential Reinsurance. Other industry experience includes actuarial positions at INA and Chubb Insurance. Stanard is currently the vice chairman of ASTIN, the international casualty actuarial organization.

Karen Brooks is named manager of the Owings Mills office of Able Temporaries, a personnel staffing company. She will be responsible for staffing, sales and customer service, as well as all management-related activities in the branch.

Kim W. Snyder is appointed president-aggregate operations for Genstar Stone Products Co. He assumes most management responsibility for production, sales and quality control of all aggregate operations. He was most recently vice president for General Crushed Stone in Easton, Pa.

At Riemer Muegge & Associates Inc., a planning, engineering and survey firm, Jaykant Parekh is appointed vice president, director of engineering for the firm's public and private clients in Howard, Carroll and Baltimore counties.

William R. Anderson is named vice president, director of survey. He provides field surveys and preparation of subdivision, easement and right-of-way plats, construction stakeout and boundary and topographic surveys.

Melanie Moser is named vice president of planning and design. She directs the firm's land planning and site design activities. She has been with the firm for nine years.

Max Kantzer is appointed vice president, director of engineering for the firm's private and public works engineering activities in Anne Arundel and Prince George's counties.

James F. Rosner, a partner at the Towson law office of Whiteford, Taylor & Preston, is named the National Volunteer of the Year by the Association for Retarded Citizens of the United States.

He spearheaded a statewide campaign to pass an amendment to the Maryland Constitution that would guarantee equal rights for people with disabilities. He also spent hundreds of hours working with coalitions and private and public commissions to reduce the list of people with disabilities in the state who are waiting for services.

Paul L. Sigwart and James P. Schoenleber are named senior health-care consultants in the Baltimore office of Clifton, Gunderson & Co., Certified Public Accountants and Consultants.

At Coyne & McClean Chartered, Ethel G. Thomas joins the staff in the firm's Accounting and Auditing Department. She previously worked in the Internal Auditing Division at First National Bank of Maryland.

At Walpert, Smullian & Blumenthal, Steven A. Simon is named a principal of the firm.
