Presidential Award Bestowed On Vitali

Richard Vitali, director of corporate laboratories, U.S. Army Laboratory Command (LABCOM), U.S. Department of the Army, was one of the top federal workers honored by President Bush as a recipient of the 1990 Presidential Rank Awards.

Vitali received the Distinguished RankAward of $20,000, the highest award bestowed in the prestigious Senior Executive Service, at ceremonies Jan. 9 in Washington, D.C.

The 1990 Presidential Rank Awards included 66 distinguished and 316 meritorious award recipients. The awards are presented annually tofederal managers for extended exceptional performance in government.

In praising Vitali and the other award winners, President Bush said, "These talented executives have performed their management dutieswith the highest standards of excellence and integrity. In so doing,they have upheld the public trust bestowed on them and have enrichedthe lives of countless American citizens. I applaud their many achievements, and I extend my gratitude, and that of all Americans, for their contributions to our country."

Vitali has been recognized for his planning and execution of technical programs and overall management of the seven laboratories that make up the LABCOM Corporate Technology Center. He has achieved international prominence in the defense research, development and analysis communities.

Vitali's seminal research, and the research and development of teams he has led, are employed in most of the army anti-armor missile warheads and tank munitions developed since 1970.

A resident of Churchville, Vitali graduated cum laude as a Phi Beta Kappa from St. Lawrence University. He was a visiting fellow with The Sloan School of Management at MIT. He has received several awards for government service, including a Presidential Citation and Research and Development Achievement Awards.
