Hearst Broadcasting named new general managers for its Baltimore television and radio stations yesterday.

Philip M. Stolz, 43, was named general manager of WBAL-TV (Channel 11). Edward C. Kiernan, 42, is the new general manager of the WBAL-AM and WIYY-FM radio stations. The two replace David Barrett, who was promoted last month to deputy director of all Hearst Broadcasting properties.

Mr. Kiernan comes to WBAL-AM and WIYY-FM from Americom Radio Brokers Inc. in Washington. Before joining Americom last year, Mr. Kiernan was vice president and general manager of WCBS-AM in New York, the CBS network flagship station. He held that position at WCBS from 1987 to 1990. From 1982 to 1987, he was head of sales for WCBS.

The hands-on management team of Jeff Beauchamp at WBAL-AM, Chuck Ducoty at WIYY-FM and Joe Heston at Channel 11 will remain in place, with Mr. Beauchamp and Mr. Ducoty reporting to Mr. Kiernan and Mr. Heston reporting to Mr. Stolz, said Emerson Coleman, a station spokesman. All three hold the title of station manager.

The announcement was made to employees yesterday.
