Mary A. Klecka is named media director for Adams Sandler Inc., a marketing communications firm that is a subsidiary of Shandwick plc. She previously served as media director for Babbit & Reiman Advertising in New York, where she handled all media for the Trump Plaza Hotel & Casino account. Before that, she worked at Vansant Dugdale Advertising in Baltimore, where she supervised all media activities for accounts including Trump Plaza and CoreStates Financial Corp.

Financial services

John G. Craten is appointed vice president for Legg Mason Wood Walker Inc. He currently manages the firm's Financial Planning Department at the home office in Baltimore.

At Signet Bank, Stanley H. Jacobs, of the Equipment Finance and Leasing Division, and Nathan G. Leventhal, of the Loan Administration Division, are promoted to assistant vice presidents.

Jacobs, a commercial equipment portfolio manager, joined the bank in 1987.

Leventhal, a loan-recovery specialist in the commercial lending support group, joined the bank in September, bringing 15 years of banking and financial services experience. Dr. Janice Rutkowski joins the staff of physicians at Maryland General Health Care Centers. She specializes in internal medicine, and will see patients at the Timonium walk-in health center.

Nancy G. Mucha, senior representative of customer service for Blue Cross and Blue Shield of Maryland, is named to the board of the Wellness Community of Annapolis-Baltimore. The Community offers medical, counseling and social resources and support for people living with cancer.

At Med-Care Home Health Resources, Dr. Mark C. Rogers, associate dean for clinical practice of the Johns Hopkins School of Medicine, is named medical director. He will be responsible for quality assurance and risk-management programs at Med-Care, which is a Dome Corp. subsidiary. He will approve all clinical protocols used by Med-Care in providing services to patients and will work with Hopkins faculty to develop programs for filling the needs of Hopkins patients once they are discharged from the hospital. He will also participate in development of research programs for various projects throughout the Johns Hopkins Health System. Robert M. Riggs is named sales manager of Landmark Homes' Amyclae Estates, a single-family-home community in Bel Air. He will be responsible for the overall sales duties of the community, including marketing and the details of financing and settlement. Steven E. Leder, a litigator specializing in insurance, defense and transportation law, joins the firm of Niles, Barton & Wilmer as a partner. He was previously with Lord & Whip P.A., a firm he joined in 1978.

At Piper & Marbury, Nancy Doerr O'Neil, Elizabeth A. Ferrell and Cynthia J. Morris are named partners.

O'Neil, who specializes in business tax practice in the Baltimore office, joined the firm in 1982.

Farrell specializes in government contracts and Morris specializes in environmental litigation, both in the firm's Washington office. Cecile K. Perich is named director-compensation and benefits for McCormick & Co. Inc. She joined the company in 1982 as supervisor for Executive Plaza human relations, and most recently worked as human relations manager for the Hunt Valley plant of the McCormick/Schilling Division.

Before joining McCormick, she was a consultant with St. Joseph's Hospital in Towson, where she reviewed and redesigned various aspects of the nurse recruitment effort.

At Baltimore Specialty Steels Corp., Dessa Boynton joins the Cost Accounting Department as supervisor cost accounting. She will be responsible for assisting personnel on the bar product line in recognizing, planning and controlling their business-unit costs.
