Mark B. Weber, P.E., and John Brady have joined the professional staff of John E. Harms Jr. and Associates Inc., a 35-year-old engineering, planning and surveying consulting firm at 90 Ritchie Highway in Pasadena.
Weber is a new senior project manager in Harms' planning division, where he will handle feasibility studies, development analysis and the coordination of the developmental process. Weber has 23 years' experience in Anne Arundel County's Utility Design Division and at Union Carbide in West Virginia.
A resident of Arnold, Weber is a native of Wilmington, Del.
Brady, a native of Annapolis, is a senior project manager at Harms and responsible for boundary surveys.
Prior to operating his own business for 15 years, Brady worked at C. D. Messick Jr. and Associates for 15 years. A 35-year veteran of the field, Brady resides in Crofton.

SHANNON AND LUCHS ADDS REALTOR EPNER
Shannon & Luchs recently added real estate agent Patrice Scanlan Epner at the Realtors' Annapolis office.
Epner, who obtained her real estate license in 1980, moved in 1983 to New York from Washington, D.C., where she worked in retail and insurance. In 1987, she began her real estate career, recently returning to the area to work as a Realtor.
Epner attended the University of Minnesota.
The Annapolis office of Shannon & Luchs is at Clock Tower Place off Forest Drive. The firm was established in 1906 and has more than 50 offices throughout Maryland, Washington, D.C., and Virginia.

O'BRIEN SELECTED AS VICE PRESIDENT
Perinford Financial Services Inc. in Annapolis has announced the appointmentof Thomas D. O'Brien as senior vice president of banking services.
The firm, which provides analysis and valuation services to small, privately held businesses, is expanding its services to include a credit analysis service for use by banks to help qualify credits and increase bank productivity.
O'Brien will be responsible for product development in support of commercial lending institutions and marketing these products throughout the United States.
He has 12 years of experience in the field of commercial lending and lending management.
TURK JOINS LAW FIRM FRANCH & JARASHOW
The law firm of Franch & Jarashow, P.A., recently announced that former chief judge of the Fifth Judicial Circuit of Maryland, Morris Turk, has joined the firm as counsel.
The firm consists of 13 attorneys and two counsels, including Turk. Franch & Jarashow is at 111 Cathedral St. in Annapolis.

Annapolis resident Nathan G. Leventhal has been promoted to assistant vice president in the loan administration division of Signet Bank, where he serves as a loan recovery specialist in the commercial lending support group.
Leventhal joined the bank this past September, bringing over 15 years of experience to the firm.

DORBY TAKES CHARGE OF REAL ESTATE OFFICE
Richard E. Dorby, CRB, recently assumed ownership and management of RE/MAX Real Estate Spirit Inc. in Severna Park.
The president of the firm, Gary Pakulla, recently purchased the office in Columbia.
