Eager for a new real estate project that could begin this year, eight local development groups are vying to convert a former city school in Washington Village to affordable housing.
City housing department officials last fall issued a request for proposals to convert the former Barrister Charles Carroll School No. 34 at the northwest corner of Washington Boulevard and Carey Street to rental apartments.
They indicated at the time that funds for the project may be available from the state's Partnership Rental Housing program, which provides up to $65,000 per unit to create housing for low-income residents who meet certain income requirements. Once recycled, the former school could then be turned over to the Housing Authority of Baltimore City, they said.
The groups indicated that they would create between 30 and 32 residences within the shell of the two-story school, sections of which date to 1896.
Proposed investments ranged from $1.75 million to $2.2 million, and most of the groups promised to complete work by the end of 1992.
Housing department representatives are currently reviewing the bids and will consult with a citizens panel before selecting a development team, officials say. The bidders included:
* Bensky Construction Inc. headed by Stanford Bensky, and developer Harry Prushansky. Nelson-Salabes Inc. would be the architect.
* A joint venture of Metropolitan Contracting Co., headed by Thomas Dowling, and MLR Development, headed by Leslie Rock. Hord Coplan Macht would be the architect.
The developers said they would set aside $10,000 to create an education fund to be administered by a community association for needy students who live in the building or the community at large.
* Housing Assistance Corp., headed by Gary Brooks and Anthony Vaughn. Architect: Duke Srygley & Associates. Contractor: A joint venture of Sheppard's Interior Construction Co. and Struever Bros. Eccles & Rouse Inc.
* Community Preservation and Development Inc., a non-profit group founded by Eugene Ford, and developer Lee Rayburn. Architect: Gould Architects Inc. Contractor: Harkins Builders and Winchester and Son Ltd.
* Savannah Development Corp., headed by Bettyjean Carter Murphy. Architect: Cho, Wilks and Benn. Contractor: James W. Miller Inc.
* Multi-Build Developers Inc., headed by Andre Brown. Architects: Bruner, Middleton, Williams and Associates Inc. Contractor: Whiting Turner Contracting Co.
* St. Ambrose Housing Aid Center. Architect: Warren Anderson. Contractor: Whiting-Turner Contracting Co.
* Worthington Properties, a group headed by Lise Worthington. Architect: Alexander Key & Associates or Patapsco Architects Collaborative. Contractor: Worthington Construction Inc.
* Walker & Dunlop has arranged $3.8 million in permanent financing for Crestridge Corporate Center at 10151, 10153 and 10155 York Road in Cockeysville.
Connecticut Mutual Life Insurance Co. provided the financing to York Road Investors General Partnership, an MIE Investment Company affiliate.
The three building complex has 52,000 square feet of space and is fully leased. J. Tyler Blue, vice president of Walker & Dunlop's commercial mortgage group, negotiated the transaction.
