GET 'EM young, keep 'em honest and keep 'em there," went the refrain of party bosses, especially in the South. Seniority mattered in legislatures. This was matched by the first law of incumbents: "My first responsibility to my constituents is to get re-elected." After all, "I can't be much help to you if I can't stay here a while."
