Cincinnati Reds -- Agreed to terms with OF Glenn Braggs (.299, 6, 28) and P Gino Minutelli (1 IP) on one-year contracts.

Los Angeles Dodgers -- Have invited C Gary Carter (.254, 9 HRs, 27 RBI) to spring training, said Carter's agent Dick Moss, who says the 11-time all-star hasn't decided whether to accept.

Philadelphia Phillies -- Signed free-agent IF Wally Backman (.292, 2 HRs, 28 RBI with Pittsburgh Pirates) to two-year contract worth $1.3 million.

St. Louis Cardinals -- Signed P Jamie Moyer to minor-league contract. Announced sale of Class A Savannah to Savannah Professional Baseball Club Inc. Named Larry Milbourne manager Savannah and Rick Colbert manager of Class A Hamilton.

San Diego Padres -- Signed former manager Dick Williams as part-time scout.

Toronto Blue Jays -- Signed C Pat Borders (.286, 15, 49) to one-year contract.

Pro basketball Cleveland Cavaliers -- Signed F Henry James (15.0 ppg) to second 10-day contract.

Los Angeles Clippers -- Announced that G Jay Edwards, who was suspended March 3 by NBA for failing rookie drug test, was given permission this week to return to practice.


WBC-IBF -- Announced that Julio Cesar Chavez (73-0, 60 KOs) will defend his junior welterweight title against NABF junior welterweight champion Lonnie Smith (28-2-1) on March 18 at The Mirage in Las Vegas.


Arizona -- Named Gerald Carr quarterbacks coach.

Ohio State -- Announced that F-C Lawrence Funderburke, who played six games at Indiana during the 1989-90 season, has enrolled and is eligible to try out for basketball team next fall.

Oregon State -- Named Rocky Long defensive coordinator and Osia Lewis linebacker coach. Retained Dan Ferrigno, Brady Hoke, Mike Waufle and Jake Cabell as assistant football coaches.

Radford -- Named Mitch Thompson assistant baseball coach.

St. Louis -- Suspended PG Kevin Footes, the team's leading scorer at 16.0 ppg, indefinitely for breaking an agreement with coach Rich Grawer.

Syracuse -- The (Syracuse) Post-Standard and the Herald Journal reported that defensive coordinator Norm Gerber and tight ends/special-teams coach Dave Uyrus have agreed to follow coach Dick MacPherson to the New England Patriots as assistants, but that offensive coordinator George DeLeone will stay at Syracuse.


New York Islanders -- Assigned RW Tom Fitzgerald and D Dean Chynoweth to Capital District (AHL).

Baltimore Skipjacks (AHL) -- Sent D Rob Mendel (5 assists in 24 games) to Hampton Roads (ECHL).

Horse racing Pimlico/Laurel -- Announced that Lynda O'Dea has resigned as marketing director and has been given title of vice president and consultant. Appointed Tim Capps, former editor of Thoroughbred Record magazine, now defunct, vice president of racing and public relations. Named track superintendent John Passero vice president of turf and race courses.

Motor sports Indy-car racing -- Arie Luyendyk, the defending Indianapolis 500 champion, will drive for a new Phoenix-based team headed by owners Robert J. Tezak and Vince Granatelli.
