Siskind, Burch, Grady and Rosen, a Baltimore law firm, named Barry F. Levin and Edward M. Kasoff associates.

W. Amos, a regional accounting firm, promoted Kelly Colleran to manager of accounting and auditing and Randy Box to

supervisor in the Annapolis office.

Semmes, Bowen and Semmes, a Baltimore-based law firm, named the following associates: James R. Brueneman and Lorin Teitel, corporate department; Yvette M. Bryant, Linda M. Devuono, Timothy A. Blue Cross and Blue Shield of Maryland named Mary S. Morrow director of systems and administration for national accounts. RAC Income Fund Inc. in Columbia, a subsidiary of Ryland Acceptance Corp., named Thomas H. Potts president, and James R. Frantangelo and William H. West Jr. vice presidents.

NCNB Corp., a Charlotte-based holding company, promoted Peter M. Budko to vice president in the Investment Bank.

Geofinance Limited, a Washington-based com

pany that trades Latin American debt instruments, named Emily Mandile managing director for capital markets and Monique Merriam managing director for corporate finance.

Riggs National Bank of Maryland promoted Michael P. Fitzgerald to executive vice president. Mr. Fitzgerald was also named to the board of directors.

Provident Bank named Thomas E. Higgins manager of the Columbia office.

Signet Mortgage Corp., an affiliate of Signet Bank, has promoted Susan O. Burton and Ellen J. Karavas to mortgage loan officers and Robert F. Hickey and George L. Slembecker to mortgage banking officers.

On the board

Fairfax Savings Bank appointed John T. Berley to the board of directors. Mr. Berley is director of financial institutions for Bell Atlantic Systems Integration.

Potomac Electric Power Co. elected Louis A. Simpson to the board of directors. Mr. Simpson is vice chairman of GEICO Corp.

Landmark Homes named Judith A. Borns sales representative of the Amyclae Estates community in Bel Air.

Lovell-Regency Homes, an Annapolis-based builder, appointed Lani Webber director of broker relations.
