Design:

Susan Hill Smith joins RTKL Associates Inc. as director of human resources for the design firm. She will design, implement and manage a variety of human resources programs affecting areas including recruitment and retention, compensation and benefits and affirmative action. She was previously personnel director/vice president of Citibank's mid-Atlantic region. She also held personnel, organizational development and training positions at Sovran Bank/Suburban Trust Co.

Transportation:

Donald Audette, John Gallagher and Keith Rankin join the CSL Intermodal Sales Department as account executives. They will be responsible for telemarketing, account maintenance and development, coordination of pricing with CSL's Pricing Department and supporting three of the company's four sales offices and field sales personnel.

Consulting:

Gerald Otten joins Benefit Consulting Services Inc., an employee benefits administration and consulting firm, as plan administrator. He will be responsible for consulting and administration of defined contribution plans. He was previously employee benefit manager for UNC Inc. in Annapolis.

Newspapers:

K.C. Burton becomes manager of corporate responsibility at The Baltimore Sun, publisher of The Evening Sun and The Sun. The newly created position involves making sure the company is responsive to the various communities it serves. He will also be chairman of the company's corporate contributions committee. Burton, who was previously public affairs manager, joined the company in 1986. Before that, he was a public relations specialist in the Baltimore City mayoral administration of William Donald Schaefer. Mercantile Bankshares Corp., the parent company of Mercantile-Safe Deposit and Trust Co., has named Edward K. Dunn Jr. president of the parent company and vicechairman of Mercantile-Safe Deposit, effective March 1. He replaces John H. Mosner Jr., who is retiring.

Debra M. German is named vice president in the Commercial Finance Division of The First National Bank of Maryland. She will be responsible for underwriting asset-based loans, managing a loan portfolio and consulting with the bank's regional leaders. Suzanne Beal, professor of English at Dundalk Community College, is appointed acting dean of instruction during the college's search for a permanent dean to replace Thomas D. Sepe. Beal has been a member of the faculty since 1972 when she was appointed coordinator of library services.

At Goucher College, Sharon M. Sasada is named associate director of media relations and special events. She is responsible for developing and implementing media relations plans and coordinating and promoting major college events. She was previously marketing administrator for the Sheppard Pratt National Center for Human Development. She has also worked in the public relations office of the School of Continuing Studies at Johns Hopkins University. Diane Lewis is named marketing director for the Hahn Co.'s Towson Town Center. She was previously director of special marketing projects in the company's San Diego regional office. Before that, she was marketing director for Laguna Hills Mall in California and Clearwater Mall in Florida. Daniel Aburn is appointed supervisor, central control for the Ready Mixed Concrete Operations of Genstar Stone Products Co. He will supervise the daily operations of order takers, schedulers and dispatchers at the Central Dispatch Office. He DTC joined the company in the management trainee program, and was most recently supervisor of Frederick Concrete.

Accounting and taxes:

Rose Lambert is promoted to supervisor, Qasim Collidge is promoted to senior accountant, and Darla Hess is named staff II accountant at Grabush, Newman & Co. They all work in the firm's Accounting and Auditing Department.

At Katz, Abosch, Windesheim, Gershman & Freedman, Nicholas Witherspoon is appointed management information systems supervisor. He will be responsible for selecting, designing and implementing optimal computerized systems for the medical, dental and construction industries, as well as for computer communications for the entire firm.

Jeff Clark is appointed director of electronic filing in the Baltimore/Washington area for Jackson Hewitt Tax Service. He will be responsible for overseeing the coordination and transmission of electronically filed tax returns to the Internal Revenue Service.
