City police have arrested a second man in connection with the apparent murder of Melissa L. Watkins, 19, who disappeared Nov. 12 after purchasing a coat at the Mondawmin Mall.

William A. Boyd, 20, of the 5000 block of Denview Way, was arrested at 7 p.m. yesterday when he surrendered to homicide detectives in the company of his attorney. Boyd was charged with accessory to murder after the fact.

He was held overnight for a bail review hearing today in District Court.

Police said Boyd is charged with having knowledge of Watkins' apparent murder and disappearance and failing to report it to authorities.

Police believe Watkins, who lived in the 3600 block of Erdman Ave. and was a 1989 graduate of Dunbar High School, was shot to death during an argument Nov. 12. in her boyfriend's apartment and that her body was cut up and disposed of in a trash bin. Police said bloodstained furniture in the apartment was removed and new furniture bought shortly afterward.

Guy Demetric Williams, 21, of the 5200 block of Denview Way, Watkins' boyfriend and the father of her 4-month-old baby, was arrested Dec. 1 at Watkins' home and charged with first-degree murder. Williams remains in the City Jail without bail.

Police said that even though Watkins' body has not been found they had sufficient evidence to charge Williams and Boyd.
