Donald I. Dell was elected president of the Board of County Commissioners at the first official meeting Monday.
Elmer C. Lippy Jr. was elected vice president and Julia W. Gouge, the only returning board member, was elected secretary.
Dell said the commissioners discussed officer nominations among themselves before the Monday meeting. He said they decided to elect as president the top vote-getter in the November election and the runner-up as vice president. Dell placed first and Lippy second in the November election.
Some past administrations have followed that pattern in electing officers, Dell said.
The commissioners also decided who would serve on 23 committees and boards. Dell will serve as ex-officio member of the County Planning and Zoning Commission, previously occupied by Gouge, and as liaison to the Board of Education, previously handled by former Commissioner President John L. Armacost.
Gouge will maintain positions on the Maryland Association of Counties Legislative Committee, the Baltimore Regional Planning Council and the County Economic Development Commission.
Lippy will pick up former Commissioner Jeff Griffith's work with drug summit meetings, the Commission on Aging and the Recycling Committee. He also will be the liaison to the County Department of Social Services.
