Nottingham Construction Co. in Towson is the general contractor of an 18,000-square-foot building in White Marsh for Allstate Insurance Co. The building is at 8009 Corporate Drive.

Harkins Builders in Silver Spring recently completed a 90,000-square-foot, low-rise office building in Gaithersburg. Owned by Betty Brown Casey Trust, Butcher Meyers Polniaszek Silkey & Associates in Silver Spring designed the building.

C. E. "Ted" Peck was elected chairman of the University of Maryland Foundation board of directors. Mr. Peck is chairman and chief executive officer of the Ryland Group Inc., a Columbia-based homebuilding and mortgage financial-services company.

Signet Bank gave a $91,800 construction bridge loan to the Housing Assistance Corp. for the rehabilitation of School No. 148 in Baltimore. The loan will be used to cover the lag time between payment to the contractor and receipt of money from the U.S. Department of Housing and Urban Development.

Patricia A. Ensor was appointed to the Transition Advisory Committee, which is overseeing doctoral degree curriculum changes at the University of Maryland School of Pharmacy. Ms. Ensor is director of the Practice Management and Managed Care Department at the American Society of Hospital Pharmacists.

Maryland Motor Truck Association raised $3,730 at a golf tournament to benefit Penn-Mar Organization Inc., a group that helps developmentally disabled adults.

Patricia O'Campo was named chairwoman of the American Lung Association of Maryland's 1991 Smoke Free Family Campaign. The campaign will tell pregnant women about the harmful effects of smoking and second-hand smoke.
