President Bush's recent decision to deploy several hundred thousand more U.S. troops in the Persian Gulf region stirred debate among congressional leaders about our intentions. Further, the current joint military exercise near the Kuwaiti border has been denounced by Iraq -- and even some U.S. officials -- as "a provocation."
